Toy CE Certificate is given to products that are included in the toy definition according to the toy regulation and that are required to meet certain requirements. Toys with this certificate can circulate freely in the European Union (EU) market. The Toy CE Certificate is not a quality indicator, certificate or standard for products, as in other CE documents, but shows that it meets certain safety and health criteria. Manufacturers make this declaration directly themselves or through a notified body.

Manufacturers must perform these tests during the certification process and verify that the product has passed the tests successfully. What is Toy CE Certificate? Toy Regulations


The Toy CE Certificate is issued in accordance with the EU directive 2009/48/EC on the safety of toys. This regulation was published by the European Parliament on 18 June 2009, and with it, the directive 88/378/EEC adopted in 1988 was repealed. The new regulation is valid in all EEA (European Economic Area) countries as of 20 July 2011. In this regulation, the definition of "toy" products is "any product or material designed for use only in the play of children under 14 years of age". Products such as automatic game machines open to the public, toys powered by an internal combustion engine, slings and catapults, etc., are outside the scope of the regulation.
The Turkish equivalent of the 2009/48/EC regulation is the Toy Safety Regulation published by the Ministry of Customs and Trade in the Official Gazette No. 29847 on October 4, 2016. This regulation explains the procedures and principles regarding the safety and free movement of toys and lays down the rules for the use of the CE Certificate and mark.


How to Get Toy CE Certificate?


Companies that want to obtain a Toy CE Certificate should determine whether they need a notified body as in other CE certification procedures. Notified bodies verify the conformity of a product by carrying out a conformity assessment and ensure that technical documentation adequately supports product compatibility. When the notified body determines the conformity of a product, it issues a certificate of conformity to verify this. The manufacturer then prepares a declaration of conformity (DoC) to certify its responsibility for compliance with the toy regulation. The preparation of this statement is a legal requirement.
The declaration of conformity for the Toy CE Certificate includes the manufacturer´s details such as the name and address of the company, the basic features with which the product is compatible, the referenced standards, performance data, and the identification number of the notified body, as well as a legally binding signature on behalf of the organization. Meanwhile, regardless of whether the notified body is involved in the CE certification process, the manufacturer is required to prepare and sign an EC Declaration of Conformity.
One of the most important steps of the certification process is the technical file. This file contains all the documents required by the CE Certificate and the toy regulation and must be kept for 10 years after the certification is completed. The technical dossier should enable the assessment of the conformity of the relevant toy with the requirements of the regulation. Some of the documents included in it are:
• Information showing that the manufacturer company produces toys in accordance with the standards, rules and principles in the regulation.
• An EC type certificate prepared by the notified body, copies of the documents submitted by the manufacturer to the notified body, description of the vehicles for which the manufacturer provides conformity to the approved model
• the addresses of the places used for the manufacture and storage of the product, detailed information about the design and manufacture of the product
The tests to be done on the product according to the regulation are to determine the following features of the product (these test reports should also be included in the technical file):
• Physical and mechanical properties
• Flammability
• Chemical properties
• Electrical properties

• Radioactivity
