Regulation on Safety Data Sheets Regarding Harmful Substances and Mixtures
Since harmful substances and mixtures have negative effects on human health and the environment, users should be informed about these substances. Therefore, safety data sheets should be prepared for products falling into this category. Based on this requirement, the Ministry of Environment and Urbanization issued a regulation in 2014. The Regulation on the Safety Data Sheets for Harmful Substances and Mixtures, published in the Official Gazette No. 29204 on 13 December 2014, draws a general framework in this regard.
The regulation explains the technical and administrative rules regarding the preparation and distribution of the safety data sheets on harmful substances. The biggest aim of the regulation is to effectively protect human health and the environment harmful substances, the scope of which is determined by the regulation.
The following substances are included in the scope of the Regulation on Safety Data Sheets Regarding Harmful Substances and Mixtures:
? Substances and mixtures specified as harmful substances in the Regulation on Classification, Labeling and Packaging of Substances and Mixtures
? Harmful chemical substances containing bioaccumulative and/or toxic substances, even if they are not specified as harmful in this regulation.
? Harmful chemical substances containing components within the occupational exposure limit.

? Documenting who should prepare these forms and the persons and institutions that will prepare them

Substances outside the scope of the Regulation on Safety Data Sheets Concerning Harmful Substances and Mixtures are as follows:
? Foodstuffs and animal feed
? Cosmetic products
? Medicinal products used for human health or veterinary purposes
? Radioactive materials
? Substances considered as waste
? Active medical devices that can be implanted in the body
? War supplies and explosives
What is the Safety Data Sheet for Harmful Substances?
Safety data sheets explain the points to be considered in processes such as the transportation, storage, use, disposal of harmful substances. In these processes, it specifies certain precautions and actions regarding what should be done in a situation that will be experienced with harmful substances and endanger human health and environmental safety. In case of a change (content, use, etc.) regarding the harmful substances in question, the safety data sheets must be updated without delay.
Forms should be prepared in a consistent, accurate and clear manner in terms of both content and format. Preparation of the form in Turkish; All sections that require information, data or explanation must be filled in. Safety forms prepared for harmful substances should be uploaded to the relevant section of the website of the Ministry of Environment and Urbanization.
How to Prepare a Safety Data Sheet for Harmful Substances?
Safety data sheets must contain the information specified in the Regulation on Safety Data Sheets for Hazardous Substances and Mixtures. In this context, it is necessary to provide information on the following issues regarding harmful chemicals:
? Identity of the harmful substance or mixture in question (name, content, chemical formula, etc.)
? Identity (name, contact information, location, etc.) of the company that produces / sells these substances
? Explaining how harmful it is
? What harmful substances, mixtures or compounds contain
? First aid measures related to the substance
? What to do in case of a possible accident or fire
? Information on handling and storage processes
? Things to do to protect yourself harmful substances
? Physical and chemical properties, reaction and stability information, toxicological and ecological values ??of the substance.
? Transport and disposal information
? Standards, laws and regulations referenced in all of this information
Who Prepares the Safety Data Sheet on Hazardous Substances?
Only persons authorized by accredited certification bodies can prepare safety forms for harmful substances. These institutions must have obtained the necessary accreditation by TÜRKAK (Turkish Accreditation Agency). The steps followed for a certification body to prepare safety forms for harmful substances are as follows:
? The organization prepares a certification program in line with the rules specified in the regulation and submits it to the Ministry.
? After the Ministry gives a positive opinion, it applies to TÜRKAK in accordance with the TS EN ISO/IEC 17024 standard.
? After obtaining the necessary accreditation, it can start certification studies on harmful substances.
? For the certification process, the company that owns the security form conducts a proficiency exam to the persons to be authorized.
? Persons who score at least 70/100 in the exam can be authorized to prepare documents.
